The University of the Punjab, Lahore intends to solarize its Quaid-e-Azam Campus on an ESCO model and seeks Technical and Financial proposals to Energy Service Companies (ESCOs) for financing/investment, design, supply and installation as well as operation and maintenance (O&M;) through competitive bidding process single stage two envelopes for grid tied solar PV systems.

Firms/Companies/JVs/ legal entities or interested parties, having relevant experience may apply along with all the documents as required in RFP documents. A complete set of RFP and PPA documents (in English) may be purchased by the interested applicants on submission of a written application to the Chief Engineer University of the Punjab upon deposit of a non-refundable fee of PKR 1000/- in Habib Bank Ltd., University of the Punjab, Quaid-e-Azam Campus in Account No. 01820000189103, Lahore, during office working hours along with the following information/documents:

i.

Certificate of registration with PEC along with the latest renewal letter

ii.

Copy of Registration with Securities & Exchange Commission of Pakistan (SECP)/ Registrar of Firms whichever is applicable.

iii.

Copy of Registration with Income Tax Department and PRA.

iv.

Copy of professional clearance tax certificate with Excise and taxation department.

v.

A certificate / affidavit that the firm is not blacklisted and not involve in litigation by any Govt. /Autonomous Body.

Bids/ Proposals will be evaluated by using Single stage two envelope procedure (Separate sealed envelope marked as Technical and Financial bids/ proposals) as per PPRA rules clause 38(2)(a). Both technical and financial bids/ proposals in sealed envelopes clearly mention technical and financial bids/ proposals must be delivered to the address given below at or before October 20, 2023 on 1100 hours and technical bids/ proposals will be publicly opened on the same day at 11:30 hours in the presence of the bidder’s representatives who choose to attend.

Incomplete and late technical and financial bids/ proposals will not be entertained. Earnest money at a rate of 2.5% PKR 10.625 Million of suggested price by PEECA in the shape of CDR or Bank Guarantee in favor of Chief Engineer University of the Punjab must accompany technical bid.

Interested eligible firms and joint ventures ( JVs) may inspect the RFP and PPA documents from the websites of University of the Punjab Lahore (www.pu.edu.pk/) and PPRA for information only and not for bids/ proposals submission. The bids/ proposals of only those bidders shall be acceptable who have purchased RFP and PPA documents from the procuring agency. The bid documents are available from date of publication.
